JOB Description: Consultant Surveillance

  1. Purpose of the Consultancy

The Incumbent is expected to provide technical support to provincial and district surveillance teams. He/She would be specifically accountable for technical facilitation to surveillance as well as other related PEI functions.

  1. Background

The continued transmission of poliovirus in Pakistan has become a national emergency. Khyber Pakhtunkhwa province and especially the South KP in Pakistan remains endemic zone for polio transmission and a major threat to achieving polio eradication globally. The risk of virus spread to central Pakistan and rest of Pakistan based on the high population movement is also a key area of focus. Detecting every poliovirus transmission chain in a timely manner is an objective of the Programme. To achieve this, surveillance must – at a minimum – meet global standards in all districts.  Through the concerted implementation of the NEAP plans, surveillance systems have improved across the province including the South KP districts. For optimal implementation of 2023/2024 NEAP, the surveillance system will aim for an additional performance boost in multiple areas with special focus in South KP and central Pakistan.

The program will benefit from engaging experience Officer to provide high level technical support and guidance to the province as well as the provincial teams to develop, implement and evaluate Polio Eradication activities, in the areas of Acute Flaccid Paralysis Surveillance, environmental surveillance, other surveillance related functions as well as other PEI related activities as assigned by the Supervisor.

  1.  Planned timelines(subject to confirmation)

Start date:     1 January 2024 End date:       30 June 2024

  1.  Work to be performed:

Output 1: Surveillance Coordination: To facilitate the coordination of Surveillance activities for interruption of all poliovirus transmission in endemic district of SKP.

Deliverable 1:    Strengthen AFP Surveillance system to ensure proper representation of population by the system including cross-border and HRMP.

Deliverable 2:    Plan and track expansion of Poliovirus surveillance in all areas including (AFP, Environmental and PID).

Deliverable 3:  Strengthen community-based surveillance informants’ structure and develop robust reporting and monitoring tools for CBS.

Deliverable 4:  Support integration of Polio Surveillance with other VPDs surveillance.

Deliverable 5: Track implementation of surveillance strengthening recommendation of TAG, Surveillance reviews and National surveillance team.

Deliverable 6:  Conduct required analysis, identifying areas of Improvement and prepare regular required reports for all forms.
