Now, the Secours Islamique France-SIF Quetta is looking for a Security Officer candidate.

JOB Description:  Security Officer

Job Summary:

The Security Officer is responsible for providing comprehensive security support to the School Meal Program, ensuring the safety of personnel, facilities, and assets. This role encompasses a range of responsibilities, including fire safety, hazard prevention, safety management and protection, and operations through risk assessment, security planning, and implementation of security protocols. The Security Officer will work under the supervision of the Field Coordinator and will report technically to the Country Security Officer.

Responsibilities:

Security Management:

  • Develop and implement security plans, policies, and procedures to ensure the safety and security of staff, assets, and operations.
  • Conduct regular security risk assessments for the Kitchen and recommend appropriate security measures.
  • Monitor the security situation in Balochistan, especially in areas where the program operates, and provide timely updates to the Field Coordinator and Country Security Officer.

Fire Safety and Hazard Protection:

  • Conduct regular fire safety inspections of the kitchen premises and identify potential hazards.
  • Ensure compliance with fire safety regulations and maintain fire extinguishers and other safety equipment.
  • Develop and implement fire safety training programs for kitchen staff.
  • Respond to fire emergencies in accordance with established procedures

Security Situation Monitoring:

  • Stay informed about the security situation in Quetta, including potential threats and risks.
  • Monitor local news and security advisories.
  • Maintain communication with local law enforcement agencies.

Staff Security Awareness:

  • Provide regular security and safety briefings to project staff, highlighting potential threats and safety precautions.
  • Train staff on basic security protocols, such as identifying suspicious persons or activities, types of fire and usage of different types of fire extinguisher.

Physical Security:

  • Patrol the project premises to deter unauthorized access and identify potential security breaches.
  • Monitor access points and control entry and exit.
  • Assist with the installation and maintenance of security systems, such as CCTV cameras.

Incident Response:

  • Lead the response to security incidents, ensuring the safety of staff and assets.
  • Coordinate with local authorities and security agencies during security incidents.
  • Prepare and submit incident reports to the Field Coordinator and Country Security Officer.

Training and Capacity Building:

  • Conduct security training sessions for staff, covering topics such as personal safety, emergency response, and security protocols.
  • Develop and disseminate security awareness materials to staff.
  • Provide ongoing support and guidance to staff on security-related matters.

Access and Liaison:

  • Liaise with local authorities, security agencies, and other relevant stakeholders to ensure safe access to project areas.
  • Obtain necessary permissions and clearances for field activities.
  • Represent the organization in security coordination meetings with other NGOs, UN agencies, and local authorities.

Monitoring and Reporting:

  • Monitor compliance with security and safety policies and procedures in the Kitchen.
  • Conduct regular security audits and inspections.
  • Prepare and submit regular security reports to the Field Coordinator and Country Security Officer.

Operational Support:

  • Assist in the development of contingency plans and ensure their implementation.
  • Support the logistics team in ensuring the safe movement of staff and assets.
  • Coordinate with the IT department to ensure the security of communication systems.

Emergency Preparedness:

  • Develop and maintain emergency preparedness plans, including evacuation and relocation plans.
  • Conduct regular emergency drills and simulations.
  • Ensure that all staff are familiar with emergency procedures and protocols.

Competencies

  • Always interact with children in presence of their parents or caregivers.

  • Aware of child protection/safeguarding concept.
  • to establish and maintain effective working relations with people of different cultural backgrounds.
  • Strong cross-cultural communication skills.
