JOB Description: Project Manager

Qatar Charity is a Doha-Qatar based International Non-Governmental Organization. Since the inception of QC services in Pakistan early 1992, the organization reflect its greater scope of work to respond to extreme poverty and the Government’s priorities. QC through its field offices enabled itself to strategically address the developmental and humanitarian needs at the very local level. QC is undertaking programmes associated with the socio-economic development of the Country. The projects are categorized under six programme pillars: Youth Leadership & Social Protection, Education, Provision of WASH, Health (with a focus on MNCH), Economic Empowerment & Sustainable Livelihood (EESL) and Disaster Response & Preparedness (DRP), along with its Seasonal Programs like meat distribution, Ramadhan program etc. In Pakistan, Qatar Charity is having its country office in Islamabad and field offices in KPK, Punjab, Sindh, Baluchistan, and AJK.

1. Job Summary: 

The Project Manager (PM) position will initially be based in QC Country Office in Islamabad and will be moved to Lahore after office setup. Extensive (monthly) inter-district travel is envisaged for this position to the targeted districts within Punjab and to the Country Office in Islamabad. Very close coordination with QC country office (program and HR departments) IRMNCH and WFP would be required for this position.

The PM would be expected to manage overall project implementation, team management and maintaining a close coordination with IRMNCH and WFP in Lahore. The position is required to provide strong leadership and administrative management support to ensure that all project activities are well-coordinated and contribute to the implementation of BISP Nashonuma Program, which will involve providing HR support to approximately 300 staff of the Nashonuma Program in 10-15 districts of Punjab. Along with ensuring the management of HR functions for BISP Nashonuma Program, strong thought leadership to QC’s health and nutrition programme is also expected from the project Manager.

2. Job Responsibilities: 

a. Project Management

  • Be accountable for the budget, timeline and the scope and overall project’s implementation in the assigned districts of Punjab.
  • Ensure that all HR related requirements of Facilitation Centre staff are being met in a timely manner, while also overseeing the functioning of a grievance addressal mechanism.
  • Lead the implementation of the project activities as per the agreed workplan and the donor contract. Lead the development of a DIP (Detailed Implementation Plan) for the project and continuously updating it for changes if any, and to record the progress.
  • Keep regular over-review of the detailed implementation plan to monitor operational and programmatic aspects of projects.
  • Ensure that programmatic & financial reports are produced and submitted to relevant sections within the country office well in time.
  • Remain vigilant on compliance and legal requirements in connection with the project’s activities.
  • Lead accurate data collection system, monitor data for accuracy, and respond appropriately with programmatic changes as needed to meet targets.
  • Responsible for contract management with vendors/contractors by ensuring adherence to QC policies and procedures in close coordination with relevant departments in the country office.
  • To conduct regular visit of project districts for first hand knowledge of the issues, challenges and immediate resolution.

b. Coordination & Networking

  • Represent QC at all project related coordination meetings.
  • Establish and maintain good relationships strong & linkages with IRMNCH, WFP, Civil Society Organizations, and other stakeholders in Punjab within the framework of BISP Nashonuma Program.
  • Seek periodic endorsements from IRMNCH on all project activities.
  • Maintain operational and strategic level coordination with WFP on day-today management of the project activities.
  • Establish and maintain partnering relationships (funded & non-funded) with the relevant government departments, donors, UN agencies, and civil society organizations working on health and nutrition.
  • Remain flexible to adapt and learn from others according to the contextual requirements and the needs of the project.

c. Programme Development

  • Contribute to the expansion of QC’s programme through strategic visioning in thematic area of Health and Nutrition.
  • Provide inputs in the fundraising efforts under the health and nutrition thematic area, by leading the development of technical parts of funding packages (proposals, concept notes).
  • Promote the development of health and nutrition projects by offering creative ideas and new approaches to solving problems in the thematic areas.
  • Support in capacity building of QC staff on the health and nutrition thematic areas.
  • Actively pursue and develop internal and external linkages consistent with the vision, mission statement, core values and overall organization objectives.
