JOB Description: Provincial Coordinator

Under the daily supervision of the Deputy Programme Manager (DPM) and guided by the Chief Technical Adviser (CTA), and, as required, also by the Habitat Programme Manager (HPM), the PC is responsible for the following duties and tasks:
Stakeholder engagement, coordination and capacity building:
- Provide support to the CTA and DPM on activities related to engagement and liaison with various city-level stakeholders and assist in establishing a continuous dialogue with them.
- Provide guidance and mentorship support and maintain close communication with stakeholder partners at the provincial- and at the city-level, including Local Government officials, civil society organizations, community leaders, including supporting the planning and realization of routine meetings, and the implementation of project strategies.
- Maintain close communication with the Ward Offices of Municipal Corporation and mobilize ward-level officials/resources to support the implementation of interventions in Afghan refugee and host communities.
- Support the development of training materials – including documenting lessons learned — to ensure that information is adequately targeted at a variety of different city-level audiences.
- Facilitate the implementation of city-level activities, these are related to tenure security, housing, infrastructure, intercultural events, campaigns to raise awareness, climate resilience, amongst others.
- Coordinate and deliver trainings to Local Government officials, stakeholders, Afghan refugee and host communities, on a variety of technical capacity building areas that may include slum upgrading, housing and infrastructure construction, land tenure security, GBV, and participatory governance.
- Support national coordination meetings pro-actively, to ensure effective and consistent project implementation.
Inception, Mobilisation and Implementation of Slum Upgrading Activities
- Guided by CTA and DPM, support the assessments and oversee partnerships, including with Implementing Partners, and coordinate with donors, UN agencies, government departments, including the Afghan Commissionerate, and urban stakeholders, including Urban Policy Units.
- Supervise the work of implementing partners, enhance their capacity, track budgets, track progress, and promptly address and resolve issues.
- Lead and motivate the field team, delegate tasks, and manage performance to achieve project milestones.
- Coordinate and manage personnel activities and movements within the province and city, ensuring efficient and effective operations. Plan and allocate resources effectively to maximize their use and achieve project objectives, ensuring proper management of project resources.
- Ensure that project activities are designed and executed to address and mitigate GBV risks, protecting the interests of vulnerable groups.
- Identify potential risks and issues, provide inputs in developing and implementing mitigation strategies, and manage contingency plans to minimize project risks and track the activities.
- Work closely with, and provide support to, the Islamabad office to ensure smooth implementation of projects, including communication and regular updates, organizing activities, and submission of comprehensive reports to the head office detailing activities, project status, and program direction.
- Support the preparation and implementation of the annual results-based work plans and result frameworks as required by the project management team.
- Support knowledge capture, best practices and lessons learned, best practices and ensure its dissemination for organizational and stakeholders learning and sharing.
- Represent UN-Habitat in meetings, conferences, and forums, acting as the project focal point for external clients, partners, and stakeholders, as guided by the CTA and DPM.
Support Activities.
- Assist in recruitment of personnel, manage performance and support learning and career progression of personnel. Supervise, train, and coach direct reports, set clear goals, and provide regular feedback.
- Support the Deputy Project Manager and colleagues in procuring services from consultants, contractors, or implementing partners, ensuring adherence to UN procurement policies and procedures.
- Ensure compliance of all actions and activities with UN rules, regulations, policies, strategies and internal control mechanisms and donor project implementation policies, including those related to data protection, health and safety, harassment and workplace standards.
- Assist Deputy Project Manager in financial management of the program budget, including forecasting, reviews, and procurement plans.
- Collaborate with operational personnel to ensure the provincial office receives adequate logistical, technical, financial, managerial, and administrative support for project Support field teams in the preparation and dissemination of program information.
- Perform any other tasks assigned by the supervisor.

REQUIRED QUALIFICATIONS
Education
- Master degree or equivalent in Water and Sanitation Engineering, Urban planning, Architecture, environmental design, civil technology or Humanities.
- A Master’s degree in any other field may be considered, provided that work experience demonstrates sufficient skills and expertise gained through project implementation in both hosting and refugee contexts or in disaster and conflict situation.
Experience
- At least 2 years of relevant experience as programme or project manager in the province of the job location, employed by UN agencies, I/NGOs or the Red Cross Movement and leading projects of similar scope or results, is required.
- Extensive experience in deputy positions in comparable project settings is desirable.
- Experience in participatory slum upgrading and housing improvement is desirable.
- Knowledge of local governance in the area and community context in the province of the job location is desirable.
- Experience in applying knowledge to projects is desirable; specifically, knowledge in urban planning, urban governance, land rights and protections, or social-environmental safeguards
- Knowledge of UN Secretariat operations is desirable.
Experience in or knowledge of urban and slum issues in one or both provinces of the other job locations are additional assets. Kindly mention in the application.
