Currently, the Islamic Relief International Naseerabad, Usta Mohammad, Jaffarabad is now looking for Project Officer to join their organization / team.
JOB Description: Project Officer
”
The incumbent will be responsible for quality implementation of humanitarian response activities in line with project documents and IRP strategy at flood affected districts Naseerabad, Sohbatpur and Usta Muhammad, ensure effective service delivery and provision of technical assistance to project staff, Project Coordinator/SPO & Project Manager Balochistan.
Technical Level
- Good understanding of the project document, business process and implement the same in the field.
- Effectively interpret the business process, project document to the subordinates (hygiene promotes, field engineer, Supply chain officer, Finance officer).
- Coordinate the development of all project implementation plans and budgets within the framework of the agreed programme and strategy.
- Ensure timely implementation of the project in the assigned areas as per the business process and Detailed Implementation plan (DIP).
- Working in close coordination with Project manager and MEAL team to ensure routine project related assessments are executed and monthly quarterly and final reports are submitted timely and implementation and exit strategies are developed.
- Maintain ongoing surveillance of the developing humanitarian emergency situation and adjust activities accordingly;
- Ensure adequate monitoring and reporting framework in place and quality standards are observed, followed and institutionalized at management, administration and operational levels; ensure internal monitoring of the activities time to time in close coordination with MEAL department.
- Support and coordinate with third party monitors for monitoring of the field activities related to project.
- Ensure with the Finance Officer the establishment and maintenance of IRP financial management and accounting systems for all IRP assessment and response activities and assets.
- Coordinate mobilisation of financial resources related to IRP activities.
- Ensure with the supply chain the establishment and maintenance of a functional procurement and supply chain management system as per IR procurement guidelines;
- Ensure with the supply chain the timely and appropriate establishment of all logistics infrastructure (warehousing / transport / distribution) and associated operating / management /monitoring systems.
- Work on capacity building of the subordinates on project related activities, reporting, and communication
- Conduct performance appraisals of project staff and ensure regular feedback and mentoring on individual performance;
Operational:
- Designing integrated work plans in collaboration with teams from other departments/thematic areas.
- Coordinate with internal (APM, Programme Coordinator & other area level Leads) & external (Clusters/NGOs, UN agencies, contractors, public health department, other organization’s representatives working in project areas, community activists, COs, VOs and beneficiary households) stakeholders related to project and other matters of mutual interest.
- Develop a plan for effective communications to be done at all levels, including behaviour change of the targeted community.
- Keep in place contingency plan to deal with external factors affecting or may affect the field activities.
- Ensure preparation & record management of project activities.
- Preparation of daily, weekly, monthly and other progress reports for management’s info.
- Ensure proper filling of forms & formats as per desired standard
- Extend support to MEAL / MIS / Communications staff for gathering desired information.
- Close coordination with line manager for effective implementation of project activities
- Ensure the Area Management and are kept informed about assessment progress, emergency response implementation and strategies, project plans, progress reports, and other significant developments.
Organizational:
- Ensure compliance with IR’s policies & procedures in true spirit for effective delivery of services to communities.
- In depth understanding of IR values and their demonstration in the field while working with communities.
- Abide by the IR zero tolerance policy towards bribery & corruption through sensitization / empowerment of communities on coping mechanism so that they can raise voice as & when feel inappropriate.
- Thorough knowledge of IR strategic priorities to ensure effective implementation with future sustainability.
- Assist in identification & documentation of organizational successes for show casing IR work
- Facilitate communities in adaptation of environment friendly & cost effective approaches to meet their current as well as future needs with specific attention to climate change.
- Focused efforts to be made for mainstreaming of marginalized groups i.e. Persons with disability and old age, minorities, Women & children etc in consultation & implementation of project activities at ground.
- Strengthen mechanism to Influence the decision makers through communities to pay attention towards DRR planning, give voice to suffering and the excluded, highlighting the protection needs of people
- Participation and facilitation in the implementation of IR seasonal programmes & emergency response.

It is essential that the post holder shows a good understanding and sympathy with the organizational values & principles, vision and mission as well as commitment to its PSEAH (preventing sexual exploitation abuse and harassment) protocols. IR has a zero-tolerance policy towards PSEAH and don’t support any action that promotes or encourages PSEAH.
