JOB Description: Procurement Officer
UNOPS Pakistan (Project Office) is part of the Sri Lanka Multi Country Office in the Asia Region. UNOPS commenced operations in Pakistan in 1999 and significantly upscaled activities from 2005 onwards to support populations affected by and vulnerable to earthquakes. In 2010, UNOPS opened a permanent office in Islamabad to support the Government of Pakistan and other partners to undertake humanitarian and reconstruction services, following the most devastating floods in the nation’s history.
UNOPS Pakistan has been implementing projects in the areas of early recovery and reconstruction of community infrastructure, project management, monitoring and evaluation, community development, fund management, human resources management, procurement, and infrastructure design and implementation. Supported strategically by a regional operational hub and UNOPS headquarters in Copenhagen and within the overarching framework of the ONE UN Programme, UNOPS Pakistan continues to deliver projects across the country under its core delivery practices of sustainable infrastructure, sustainable procurement, and sustainable project management.
With a steady growth of the project portfolio in recent years and a new strategic direction, UNOPS Pakistan is looking to strengthen the relationships with existing partners as well as build new alliances and diversify the portfolio of work, in line with UNOPS strategic and Asia regional objectives.

Under the guidance and direct supervision of the Support Services Manager, the Procurement Officer will be part of SAMCO Support Service Unit and will be responsible for the effective delivery of procurement services not only in Pakistan but will also be supporting SAMCO Hub as and when required. S/He will also be responsible for reflecting best practices in international public procurement, compliance with UNOPS procurement rules and regulations, appropriate risk management and obtaining the best value for money. He/she analyzes and interprets the respective rules and regulations and provides solutions to a wide range of issues related to procurement.
Maintaining the highest degree of personal and professional ethics, the Procurement officer maintains a collaborative, client-focused, quality, and results-oriented approach in the Pakistan office and for the SAMCO.
Functions / Key Results Expected
- Implementation of operational procurement strategies
- Management of procurement processes
- Implementation of sourcing strategy and e-procurement tools
- Facilitation of knowledge building and knowledge sharing
- Team Management
Implements key aspects of operational procurement strategies focusing on the achievement of the following results:
- Full compliance of assigned procurement activities with UNOPS rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of a client-oriented procurement management system.
- Implementation of, or support to, the different steps of the procurement processes, including Pre-Purchasing: Strategy and Planning; Requirements Definition; Sourcing; Purchasing: Solicitation; Management of Submissions; Evaluation; Review and Award; Post Purchasing: Contract finalization and issuance; Logistics; and Contract Management.
- Provides technical support and guidance to procurement processes of the Business Unit, focusing on achievement of the following results:
- Timely and duly prepared elements of procurement plans and monitoring of their implementation
- Guidelines followed on embedding sustainability along the procurement process.
- Organization of RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNOPS rules and regulation.
- Preparation of submissions to the Contract and Property Committees (CPCs).
- Monitoring of contractor performance and certification of completed work for compliance with contractual terms and payment.
- Advice, remedial actions, or solutions to Project Managers on procurement issues.
- Drafting of Long Term Agreements (LTAs) and/or service contracts and other instruments, when necessary, either through standard or emergency procurement procedures.
Implementation of sourcing strategy and e-procurement tools focusing on the achievement of the following results:
- Development and management of the rosters of suppliers.
- Utilization of-sourcing module in accordance with UNOPS Procurement Group’s goals and standards in this area.
- Support the business development team on the technical aspects in the process of acquiring and developing new projects;
- Participate in the activities under UN procurement working group in Pakistan and other relevant platform as a Procurement official.
- Provide operational guidance and support to different projects on topics related to procurement and contract management for selected categories of goods and services (e.g. supporting in choosing the different procurement methods based on the threshold of the procurement, etc.).
Knowledge Building and Knowledge Sharing
- Organize, facilitate and/or deliver training and learning initiatives for personnel, suppliers and contractors on Procurement-related topics.
- Contribute to Procurement knowledge networks and communities of practice by providing a collaborative synthesis of lessons learned and dissemination of best practices in human resources management.
- Collect feedback, ideas, and internal knowledge about processes and best practices and utilize them productively.
Team Management
- Facilitate the engagement and provision of high-quality results and services of the team supervised through effective recruitment, work planning, performance management, coaching, and promotion of learning and development.
- Provide oversight, ensuring compliance by team members with existing policies and best practices.
Impact of Results
The key results directly affect the overall efficiency of the relevant business unit/s and project activities in procurement management, impacting the timely availability of effective goods and services for UNOPS’ programmes. Timely, market-aware, and accountable delivery of goods and services, contribute to office performance, efficiency and client satisfaction, which promote the image and credibility of the team and office as an effective service provider in project services and management. This enhances UNOPS’ competitive position as a partner of choice in sustainable development and project services in the country/region served.
