Currently, the Strengthening Participatory Organization-SPO Islamabad is seeking a Procurement Officer employee.
JOB Description: Procurement Officer
ASSUME THE RESPONSIBILITY OF ALL THE PROCUREMENTS CARRIED OUT AT THE NATIONAL CENTRE TO ENSURE THAT THE SUPPORTIVE SERVICES ARE APPROPRIATE AND TIMELY.
The Procurement officer is responsible for evaluating suppliers, products, and services, negotiating contracts, and ensuring that approved purchases are cost-efficient and of high quality.
Main Responsibilities:
- Carry out vendors’ assessment on annual basis and facilitate the issuance of standardized vendors’ contract;
- Maintain a Profile sheet of the pre-qualified / standard vendors;
- Acts as Secretary to the procurement committee and assist in both core & projects related procurements;
- Deals in the procurement of services, supplies, furniture and equipment as per SPO policies & procedures at the National Centre;
- Facilitates major procurement at the Regional Centres;
- Coordinates with technically qualified/skilled staff in determining quality, technical specifications, etc. for procurement of technical equipment;
- Undertake other job-related assignments as requested by the supervisor from time to time.
- Develop and implement procurement strategies and policies in line with organizational goals and objectives.
- Conduct market research to identify potential suppliers, assess their capabilities, and maintain a comprehensive supplier database.
- Prepare and issue tender documents, requests for proposals (RFPs), requests for quotations (RFQs), and other procurement-related documents.
- Evaluate and analyze bids, proposals, and quotations received, ensuring compliance with specifications, terms, and conditions.
- Negotiate and finalize contracts and agreements with suppliers, ensuring favorable terms and .conditions.
- Monitor and oversee the procurement process, including supplier performance evaluation and contract management.
- Collaborate with internal stakeholders to identify procurement needs, specifications, and budget requirements.
- Conduct regular market assessments to identify cost-saving opportunities and innovative procurement solutions.
- Ensure adherence to procurement policies, guidelines, and relevant regulations.
- Maintain accurate and up-to-date procurement records, including purchase orders, contracts, and supplier information.
- Provide regular reports on procurement activities, including expenditure, savings, and supplier performance.
- Stay updated with trends, best practices, and regulatory changes related to procurement.
Other
- Adhere to SPO policies and promote participatory culture and demonstrate SPO’s values
- Participate in professional development training as identified and approved by SPO
- Carry out any other activities as assigned by the supervisor.
Job Requirements
- Proven experience in procurement, preferably in a similar role.
- Knowledge of procurement principles, practices, and regulations.
- Familiarity with contract management and negotiation techniques.
- Strong analytical and problem-solving skills.
- Excellent communication and negotiation skills.
- Proficiency in using procurement software and tools.
- Ability to work independently and collaboratively within a team.
- Attention to detail and strong organizational skills.
- Ability to prioritize tasks and meet deadlines.
- Professional certification in procurement is desirable.
- 3-5 years of working experience in sectors of DRR and emergency response
