Presently, the UN-WHO Islamabad is on the lookout for suitable candidates for their vacant position i.e.  Monitoring and Evaluation Officer to join their team.

JOB Description: Monitoring and Evaluation Officer

“Under the direct supervision of Senior Programme Management Officer, the incumbent shall perform below tasks:

  1. Monitoring and evaluation:
  1. Support the development of a comprehensive M&E and reporting system that will enable the collection, documentation, tracking, and reporting of data related to all results levels of the project: outcome, output, and activity.
  2.  Develop and/or revise the project M&E tools as well as data collection procedures (e.g. project performance tracking and monitoring, indicators, data flow chart, M&E guides)
  3. Support and guide the development of feasible (specific, observable, measurable, qualitative and quantitative,) indicators, targets, data collection and reporting framework, and performance monitoring plans for all project components
  4. Support in compiling baseline data for each project component and for all project indicators.
  5. Cascade M&E framework to all result levels of the project ensuring coherence and integration of indicators across all components of the project results framework.
  1. Data management and reporting:
  1. Support the development of an automated and interoperable information management system and dashboard to enable the translation of raw data into an interactive visual platform to track real-time progress and inform decision making.
  2. Maintain and update the M&E platform to ensure that M&E data are readily available.
  3. Improve and implement a monitoring and evaluation framework, linked to the GPW14 and Sustainable Development Goals (SDGs).
  4. Ability to write clear, analytical and concise reports, and make clear and concise presentations relevant to the target audience.
  5. Develop and implement monitoring and evaluation strategies tailored to health projects, ensuring alignment with organizational objectives.
  6. Conduct regular assessments to track progress, identify areas for improvement, and ensure the quality of health services.
  1. Analysis /research:
  1. Gather, analyze, and disseminate information on best practices in health accountability and results-based management systems.
  2. Provide recommendations for work-processing approaches and procedures to enhance system efficiency and effectiveness in health service delivery.
  1. Capacity strengthening and knowledge management
  1. Document and share best practices in organizational change and program implementation.
  2. Comprehensive evaluation reports at the end of each health project phase.

Recruitment Profile

Education:

  • University degree in Information Management, Public Health, Epidemiology, Health economics, international development, life sciences, public or business administration.

Experience:

  • At least two years’ experience, in the management and/or conduct of evaluations in the areas of global policy, public health, socio-economic development, humanitarian assistance, or related areas
  • Sound knowledge of evaluation standards, processes and methods such as mixed methods, theory-based and non-theory-based evaluations, qualitative and quantitative data analysis and real-time evaluations.

Functional Knowledge and Skills:

  • Good knowledge of the UNEG Norms and Standards for Evaluation and the UNEG Ethical Guidelines for Evaluation.
  • Demonstrated knowledge of principles, disciplines and techniques to implement monitoring and evaluation strategies.
  • Good communication and interpersonal skills.
  • Academic qualifications or training in evaluation matters an asset
  • Experience of working with organisations of the UN system an asset
  • Good research and documentation skills especially for ‘best practices’ in organizational change.
  • Proven ability to make recommendations related to work-processing approaches and procedures which would lead to more efficient systems design.
  • Advanced ability to gather, analyse and disseminate information on best practice in accountability and results-based management systems.
  • Ability to operate MS Office tools including MS Word, MS Excel and MS PowerPoint.
