Now, the Muslim Aid International Booni, Chitral is looking for a MEAL Officer to work there.

JOB Description:  MEAL Officer

Key Accountabilities:

Monitoring & Evaluation:

• Support Programme Coordinator and MEAL Department in the implementation of MAP MEAL guidelines for all the programmes and projects at the provincial level

• Support and assist in designing, conducting and managing baseline assessments, data collection methods and schedules, special studies. Conduct PDM and surveys in accordance with objectives and expected results for management and lessons learned

• Responsible for the development of MEAL Plan, managing the Project Progress Matrices/ tracking sheets (PPMs) and other data gathering tools based on key performance indicators of all projects/programs and ensure that all projects provide data on a timely basis

• To carry out regular field visits to project areas, conduct debrief session with project staff, prepare and disseminate monitoring visit reports to concerned stakeholders for effective and timely decision making

• Provide support to conduct the formative and summative evaluation, assessments, baselines, periodic studies that can support in identification and prioritization of problems, as well as project design

• To keep close track of all project programmatic progress; identify and troubleshoot the gaps

• Regular updating of MEAL trackers/database for sharing with MEAL Coordinator/Manager on a monthly basis

• Compile and analyse MEAL functions data on a monthly basis and share it with program teams and MEAL /Coordinator Manager

• To ensure that MA Values, the minimum standards of humanitarian relief are maintained in accordance with the CHS, Sphere Charters and Red Cross Code of Conduct

Data Validation and Quality Assurance:

• Perform quarterly data quality checks to ensure accuracy and reliability of collected data

• Collection and validation of MoVs (Means of Verification), ensuring timely updates of TolaData on quarterly basis of assigned projects

Reporting:

• Maintain the effective and efficient flow of timely and quality reports submission from field office to Country Office according to the standard temples

• To prepare field reports to ensure and improve the quality and accuracy of the data collected

• To ensure that reports reflect organization strategies, policies, programming framework and project management tools

• To assist in the development of Monthly/Quarterly/Project Completion Reporting

• Take lead with MEAL Coordinator/ Manager to develop project focused MEAL frameworks and tools for new proposals and concept

Accountability and Learning:

• To maintain an Accountability mechanism for timely registration and response to all complaints of stakeholders and to ensure compliance of CHS and HAPs standards/practices

• Organize and conduct CHS (Core Humanitarian Standard) sessions for both the community and project staff to ensure implementation of CHS standards within the domain

• Conduct Complaint Response & Feedback Mechanism (CRFM) sessions in the community for awareness, feedback collection, and addressing complaints promptly

• On the basis of complaints, provide regular reports to MEAL Department on action taken and needs of improvement in project designs and strategies

• Increase awareness of field staff on accountability mechanisms through formal and informal support

• Receive accountability data from the field, analyse it and share it with MEAL Manager

• Support MEAL Department to develop and maintain “learning sharing mechanisms” for further improvements in program/ project designs and strategy

• At the provincial level take lead on accountability and learning data analysis and write-ups

• Collect project learnings during FVM on regular basis

• Ensure effective management of data on Complaint and Response, Monitoring Action Plan Tracker and MEAL tools

• To contribute to the overall success of projects by ensuring quality standards, accountability, and donor compliance, while facilitating effective project implementation. This includes addressing complaints and safeguarding concerns received through the MAP CRMF, ensuring timely grievance redressal for benefitting communities, and upholding safeguarding measures at all levels, including MAP/IP and key stakeholders

• Any other task related to MEAL assigned by the MEAL Manager/Coordinator

Safeguarding:

• Ensure all safeguarding guidelines are implemented in true spirits and compliance as per the policy

• Ensure team members are aware and understands safeguarding policies, procedure, Implement the safeguarding policy in day-to-day code of conduct

• Dealing with safeguarding issues received through MAP CRMF and dedicated Safeguarding channels to ensure safeguarding at MAP/IP and all key stakeholders’ levels.

Internal & External Stakeholders Management:

• Implement the policy in daily activities and maintain effective communication with internal and external stakeholders to ensure smooth operations and successful implementation of MEAL activities

Other:

• To ensure all records are appropriately maintained and stored in compliance with MA document management and IT policies while upholding the confidentiality of household/beneficiary data and adhering to MA policies at all levels

• To comply with all HR & Admin policies, procedures, legal and regulatory requirements

• Any other duties commensurate with the accountabilities of the post

• Plus, any other tasks, e.g. Travel requirements
