The Senior Humanitarian Reporting Officer is fully responsible to ensure that all information and data from the field is captured, documented, analysed and reported in a results-based and timely manner related to ongoing Humanitarian and Development projects, Develop and maintain the program documentation system in collaboration with other departments, including M&E. The Senior Humanitarian Reporting officer will be responsible for managing, proposing, drafting and planning communication campaigns on regional grass roots and community levels. The incumbent will also be liable to develop reporting calendars of all required reports and provide analysis, reports, reviews for the success and betterment of the communication outreach.
Technical Level:
Good understanding of the projects document, and business process and implement the same in the field. Related to Development and Humanitarian project,
Project document to the subordinates (hygiene promoters, field engineer, Supply chain officer, Finance officer).
Coordinate the development of all project implementation plans and budgets within the framework of the agreed programme and strategy.
Ensure timely implementation of the projects related to Development and Relief in the assigned areas as per the business process and Detailed Implementation plan (DIP)
Working in close coordination with Project manager and MEAL team to ensure routine project related assessments are executed and monthly quarterly and final reports are submitted timely and implementation and exit strategies are developed.
Maintain ongoing surveillance of the developing humanitarian emergency situation and adjust activities accordingly;
Ensure adequate monitoring and reporting framework in place and quality standards are observed, followed and institutionalized at management, administration and operational levels; ensure internal monitoring of the activities time to time in close coordination with MEAL department.
Support and coordinate with third party monitors for monitoring of the field activities related to the project.
Ensure with the Finance Officer the establishment and maintenance of IRP financial management and accounting systems for all IRP assessment and response activities and assets.
Coordinate mobilisation of financial resources related to IRP activities.
Ensure with the supply chain the establishment and maintenance of a functional procurement and supply chain management system as per IR procurement guidelines;
Ensure with the supply chain the timely and appropriate establishment of all logistics infrastructure (warehousing / transport / distribution) and associated operating / management /monitoring systems.
Work on capacity building of the subordinates on project related activities, reporting, and communications
Conduct performance appraisals of project staff and ensure regular feedback and mentoring on individual performance.
Operational Level:
Ensure that information and data from the field is captured, documented, analysed, and reported in a results-based and timely manner
Ensure effective communications, visibility, and knowledge management
Contribute substantially to the presentation & communication activities implementation process
Develop, implement and monitor a humanitarian and development program communication activities visibility plan, facilitate better understanding among partners about programme progress, and adhere to Islamic Relief guidelines on communications and visibility
Undertake field visits to gather the information and results related to the programme
Assist all components of the programme in producing and documenting all kinds of programme related reports
Establish and maintain fully operational state-of-art programme documentation unit
Provide high-quality editing and formatting for all programme related documents
Support programme staff in organizing and managing seminars, workshops, conferences and field visits as required
Provide relevant expert services to the project management unit, programme components and implementing partners on reporting and communications and act as a facilitator or trainer
Provide thorough progress reporting continuous analysis of the achievements, facilitate project review, evaluation and audits
Contribute towards overall knowledge management, communications & reporting strategy and ensure implementation of the work plan with weekly, monthly, quarterly, mid term and annual milestones reports
Organizational Level
Ensure compliance with IR’s policies & procedures in true spirit for effective delivery of services to communities.
In depth understanding of IR values and their demonstration in the field while working with communities.
Abide by the IR zero tolerance policy towards bribery & corruption through sensitization / empowerment of communities on coping mechanisms so that they can raise voices as & when feel inappropriate.
Thorough knowledge of IR strategic priorities to ensure effective implementation with future sustainability.
Assist in identification & documentation of organizational successes for show casing IR work
Facilitate communities in adaptation of environment friendly & cost effective approaches to meet their current as well as future needs with specific attention to climate change.
Focused efforts to be made for mainstreaming of marginalized groups i.e. Persons with disability and old age, minorities, Women & children etc in consultation & implementation of project activities at ground.
Strengthen mechanism to Influence the decision makers through communities to pay attention towards DRR planning, give voice to suffering and the excluded, highlight the protection needs of people.
Participation and facilitation in implementation of IR seasonal programmes & emergency response.
Person Specification:
