Currently, the  UNDP Islamabad is searching for a Rights Based Development Expert.

Duties and Responsibilities: Rights Based Development Expert

The Rights-Based Development Expert will be based in the UNDP Pakistan Country Office (CO) in Islamabad with regular travel across Pakistan, and directly report to UNDP-DHL’s Chief Technical Advisor.

The Rights Based Development Expert will assist DHL’s Chief Technical Advisor and work closely with the Senior National Technical Advisor and pillar leads within the DHL team for the design, resource mobilization and implementation of human rights and rights-based development programming across Pakistan:

Strategic support for development and resource mobilization of Human Rights programming for the DHL team

Foster DHL’s strategic partnerships and collaborations by developing and maintaining strong relationships with key human rights stakeholders at a national and international level including Ministry of Human Rights, provincial human rights departments, National Human Rights Institutions, Federation of Pakistan Chambers of Commerce and Industries etc. , in close collaboration with the Senior National Technical Advisor

Implementation and oversight of UNDP-DHL’s human rights programming across Pakistan:

  • Provide strategic advice to UNDP-DHL Communications and Reporting Officer and Research Analyst in advancing UNDP’s human rights initiatives in Pakistan for the development and implementation of activities focused on institutional strengthening of duty-bearers and empowerment of rights-holders across Pakistan.
  • Oversee the development of a comprehensive DHL communication strategy and materials for all its human rights interventions and ensure that communication efforts effectively convey the impact and importance of UNDP’s work in the field of human rights.
  • Ensure the development of a comprehensive DHL risk management strategy, identifying potential risks and creating mitigation plans for DHL human rights activities in line with donor commitments, as well as specific risks for beneficiaries and rights-holders.
  • Ensure the Communications and Reporting Officer and Research Analyst’s compliance with DHL human rights activities with UNDP policies and procedures across all operational aspects.
  • Oversee monitoring and reporting of human rights interventions implemented under the programme consistently, to ensure course correction.
  • Promote synergies between DHL human rights interventions and other UNDP Programmes, UN Agencies, and other International Organisations on rights-based development across Pakistan.
  • Closely coordinate with the National Technical Advisor and the Community Stabilization Expert to ensure the inclusion of rights-based development as a cross-cutting thematic area across DHL’s initiatives.
  • Any other relevant tasks assigned by the Chief Technical Advisor.

Lead capacity-building efforts of DHL team on human rights programming and results-based management:

  • Collaborate with Human Rights and Social Protection Specialist to identify emerging regional trends and best practices in the field of rights-based development and human rights programming and incorporate them into the DHL team’s skill development plans, to foster South-South cooperation.
  • Provide technical guidance and leadership to DHL Communications and Reporting Officer and Research Analyst, on ensuring human rights linkages across the results chains.
  • Foster cross-functional learning by organizing knowledge-sharing sessions within the DHL to enhance collective expertise on human rights programming and results-based management.
  • Lead the team to develop and maintain a resource library of training materials, best practice documents, and relevant resources accessible to team members.
  • Promote a culture of innovation, creativity, adaptability, and initiative among team members to enhance programmatic effectiveness.
  • Support the Chief Technical Advisor and Senior National Technical Advisor to evaluate the impact of capacity building initiatives on team performance and program outcomes and make necessary adjustments for continuous improvement.
  • Provide technical guidance to the Business and Human Rights Portfolio for effective programme design, resource mobilization and implementation.

Oversee management of DHL’s stakeholder relations on human rights interventions

  • Support CTA in sustaining partnership with key partners such as the Governments of Germany and the European Union (EU) for human rights programming and ensure alignment of DHL human rights interventions in line with EU procedures, policies, and aims.
  • Guide the development of a comprehensive resource mobilization strategy aligned with the organization’s mission and objectives. Identify funding opportunities and sources, both traditional and innovative, to secure financial support for projects and programs.
  • Strengthen the already existing partnerships with the Ministry of Human Rights, National Commission for Human Rights and OHCHR by supporting the CTS and NTA through representation in meetings, following up on agreed actions.
  • Identify key opportunities, liaise with counterparts, and lead resource mobilization to ensure sustainability of DHL’s rights-based and human rights interventions.
  • Explore and pursue opportunities to diversify funding sources, reducing reliance on a single donor or funding stream, and seek out private sector partnerships and collaborations that enhance the organization’s financial sustainability.
  • Provide training and capacity-building support to staff members involved in resource mobilization and donor relations, enhancing their skills in proposal writing, donor communication, and compliance.
  • Implement mechanisms to track the effectiveness of resource mobilization strategies and adjust them as needed.
