Vacant Positions: Project Engineer
PROJECT ENGINEER
Presently, the Islamic Relief International Rawalpindi is on the lookout for suitable candidates for their vacant position i.e. Project Engineer to join their team.
KEY ACCOUNTABILITIES: Project Engineer
Develop in-depth understanding of project documents (construction drawings & specifications) as well as business process / DIP for planning & implementation of shelter activities.
Lead on technical feasibility/assessment (site identification, material, labor, transportation, supplies etc.) of shelter/Renovation/Rehabilitation activities prior to implementation to ensure sustainability & cost-effectiveness as well as agreed time frame of the project at field level.
Project Engineer ensure adherence to humanitarian standards (Sphere, Do no harm, Humanitarian principles, Core Humanitarian standards, Red Cross code of conduct) & applicable engineering standards
Perform quality & quantity assurance checks by paying regular visits to construction sites to verify the work is performed in compliance with the plans and specifications.
Assist local teams in the preparation of basic technical information (cost estimates for shelter-related interventions).
Lead on capacity building initiatives for communities (effective utilization of available resources with future sustainability aspect) & field staff on a technical level to meet job requirements.
Lead on Identification & hiring of construction teams and labour while working in close collaboration with supply chain department.
Responsible for management of Site Engineers and any other skilled & unskilled workers (labour, survey team etc), documentation of performance feedback, grievance handling and other day to day affairs where applicable.
Identify, Analyse and resolve all technical issues in all files, projects and ensure efficient interpretation of all design drawings and maintain all Quality Control procedures in projects.
Recommend purchase of specialized equipment required for implementation of the shelter activities.
Take part in the supplier selection process by evaluating the samples against specifications given in approved BOQs/estimates at the field level as & when needed.
Arrange field monitoring visits for donors, and government competent authorities.
Processing daily project documentation and construction observations.
Designing integrated work plans in collaboration with teams from other departments/thematic areas.
Coordinate with internal & external (Clusters, contractors, public health department, other organization’s representatives working in project areas, community activists, COs, VOs and beneficiary households) stakeholders related to shelter and other matters of mutual interest.
In place contingency plan to deal with external factors affecting or may affect the field activities.
Endorsement of schemes from the concerned departments.
Ensure availability of completion certificate for each communal or household activity is in hand and signed by beneficiaries, committee representatives and relevant sub-engineer and also handed over to the relevant department
Ensure preparation & record management of Measurement Books with the agreement of the vendor
Maintenance of record (hard & soft) that includes but not limited to Cost estimates, BoQs, drawings, construction plans, Measurement book, daily field visit reports, material requisition, pictorial progress & other documentation.
Preparation of daily, weekly, monthly and other progress reports for management’s info.
Ensure proper filling of forms & formats as per desired standard
Extend support to MEAL / MIS / Communications staff for gathering desired information.
Ensure availability of up-to-date info in MIS on a regular basis with the consultation of MIS / M&E.
Close coordination with line manager for effective implementation of project activities.
Conduct regular field visits with 70% time in the field, 10% Coordination with stakeholders, and 20% for reporting.
Public Relations / Media:
Support the media team in the development of constructive working relationships with media representatives to build international and public profiles and ensure positive coverage and the timely provision of situation reports and fundraising material to the organization.
Safety and Security
Liaise with the local/area supply chain officer to ensure compliance with organization Security Guidelines and their effective application in the local context;
Monitor the operational environment with respect to an increased level of threat and advise the SPO/District Coordinator and organization Security Officer/Security Focal person.
Follow the appropriate communications means to meet operational and security requirements;
Administration
Ensure that administrative support functions are supported in accordance with the organization’s administrative policies and procedures;
Ensure compliance with district/area/country legal, contractual, labor, and statutory requirements.
Financial Management and Planning
Regularly review and financial planning/forecasting and reporting of the project
Assist SPO in the execution of the project financial expenditures, BVA review, and reporting
Ensure with the finance department, the maintenance of the organization’s financial protocols and accounting systems for all field interventions.
