  • PROGRAMME PERFORMANCE OFFICER

Currently, the UN-WHO Islamabad is now looking for  Programme Performance Officer to join their organization / team.

JOB Description: Programme Performance Officer

Under the direct supervision of Senior Programme Management Officer, the incumbent shall perform below tasks:

  1. Program Integration & Coordination
  2. Facilitate seamless integration across various WHO programs through structured internal and external frameworks.
  3. Ensure all programs align with WHO’s overarching goals, SDG targets, and National Health Strategies.
  4. Strengthen linkages between WHO initiatives and partner programs to avoid duplication and enhance synergies.
  5. Stakeholder Engagement & Collaboration
  6. Foster strategic engagement with non-state actors, MoH engagement units, and the UN Resident Coordinator’s office to enhance program effectiveness.
  7. Ensure WHO’s contributions are seamlessly integrated within the broader health ecosystem.
  8. Active Participation in the UN Resident Coordinator’s Office
  9. Ensure WHO’s active role in the UN Country Team, supporting the implementation of the UN Joint Cooperation Framework (2023-27).
  10. Align WHO’s work with broader UN health targets and SDG-related commitments.
  11. MOH & WHO Check-ins
  12. Organize quarterly director meetings and semi-annual ministerial check-ins between WHO and the Ministry of Health to review progress and ensure alignment with WHO’s work plan (GPW 14).
  13. Monitor implementation of key decisions and follow up on action points from high-level engagements.
  14. Internal Management & External Coordination
  15. Execute the Internal Management & External Coordination Framework, ensuring systematic follow-up on planned actions.
  16. Track program milestones and ensure effective coordination between WHO HQ, regional offices, and country teams.
  17. Leadership Support & Ad-Hoc Requests
  18. Facilitate and coordinate ad-hoc requests related to inputs from the UN RC Office, WHO Regional Office, HQ, and national stakeholders.
  19. Ensure that contributions to WHO’s leadership requests are comprehensive, integrated, and cost-effective.
  20. Staff Motivation & Capacity Building
  21. Conduct statutory staff satisfaction surveys to assess engagement levels.
  22. Organize team retreats and office events to foster collaboration and motivation.
  23. Monitor the completion of action items from staff engagements.

    Functional Knowledge and Skills:

    • Strong program management and coordination experience in an international development or public health setting.
    • Proven experience in stakeholder engagement, particularly with government agencies, UN bodies, and NGOs.
    • Deep understanding of WHO frameworks, including GPW 13 and the UN Joint Cooperation Framework.
    • Excellent facilitation and negotiation skills, capable of managing high-level discussions and engagements.
    • Highly organized and results-driven, with experience in tracking program progress and implementing action plans.
    • Strong communication skills, with the ability to engage diplomatically with multiple stakeholders.
    • Ability to operate MS Office tools including MS Word, MS Excel and MS PowerPoint.
    • Good communication and interpersonal skills.
