Under the direct supervision of the Chief Technical Adviser and liaising as necessary with the HPM (Pakistan) and the senior officer in charge at UN-Habitat’s Regional Office, the DPM will perform the below duties:
- Assist the CTA in designing and implementing the project assessment, including location identification and developing a scalable approach for full project implementation. Support innovation by integrating digital platforms and spatial analysis of selected slums to enhance project outcomes and complement traditional assessment methodologies.
- Assist the HPM in maintaining high organizational standards by overseeing HR procedures, including recruitment processes, and ensuring adherence to UN rules, regulations, policies, strategies, and internal control mechanisms.
- Assist the HPM and PMO by collaborating closely with the Finance and Administration Officer in the initiation and management of procurement processes for consultants, contractors, and implementing partners. Ensure compliance with UN procurement policies, track expenditures, and support budget revisions as necessary.
- Provide oversight and support to the Provincial Coordinators, who will bear responsible for comprehensive roll-out and management of the project in the respective provinces, as directed by the CTA.
- Guided by CTA and HPM, oversee partnerships, including with Implementing Partners, and coordinate with donors, UN agencies, government departments, including the Afghan Commissionerate, and urban stakeholders, including Urban Policy Units.
At all times, the DPM will support the project roll-out and implementation in such areas as:
- Monitoring that professional relationships with stakeholders are established and maintained, team collaboration promoted, and effective communication with refugees, host communities, and relevant sectors is ensured.
- Establishing a community feedback mechanism and engagement strategy following participatory approach, ensuring that community needs and concerns are actively integrated into the project.
- Enabling and supporting the effective, efficient, and timely implementation of the project in alignment with contracts, budgets, policies, and donor requirements. Helping to identify potential risks and issues, developing and implementing mitigation strategies, and managing contingency plans to minimize project risks.
- Ensuring that project activities are designed to address and mitigate gender-based violence (GBV) risks, safeguard vulnerable groups, maximize women participation and minimize environmental impact.
- Supporting the monitoring and evaluation process to track project performance, assessing progress, and implementing corrective actions as needed. Ensuring timely and accurate reporting that meets partner requirements and deadlines.
- Supporting capturing knowledge, best practices, and lessons learned, and ensure their dissemination for learning and sharing.
- Representing UN-Habitat in meetings, conferences, and forums as needed, acting as the deputy focal point for external partners and stakeholders.

REQUIRED QUALIFICATIONS
Education:
- Master degree or equivalent in Water and Sanitation Engineering, building technology, Civil engineering, Urban planning, Architecture, environmental design.
- A Master’s degree in Project Management or a related field may be considered, provided that work experience demonstrates sufficient skills and expertise gained through project implementation in both hosting and refugee contexts.
Experience:
- At least 3 years of relevant experience in managing multidisciplinary human settlement programmes/projects in development or humanitarian contexts with I/NGOs, United Nations, IFRC or similar is required.
- Knowledge of local governance, local area and community is required.
- Familiarity with settlement-based and community-based approaches, and experience in development projects with a particular focus on slum upgrading, settlement upgrading, disaster risk mitigation for buildings and settlements, and climate adaptation is required.
- Management experience in the United Nations is desirable.
Proven experience in leading, coaching and mentoring staff from various backgrounds and cultural settings is desirable.
