  • ASSISTANT LIVELIHOOD OFFICER

At the moment, the Islamic Relief Pakistan Larkana is seeking to hire a Assistant Livelihood Officer employee.

KEY ACCOUNTABILITIES

  • Regular/need based contact with the relevant stakeholders (communities, Govt. agencies and other humanitarian national and international NGOs and INGOs) at Sindh for project communication, coordination & representation.
  • Identification and registration of beneficiary according to set criteria for vocational trainings and enterprise support and livelihood packages.
  • Management of beneficiary tracking sheet (MIS, management information system).
  • Technical feasibility for physical infrastructure schemes and verification of beneficiaries.
  • Close coordination with line Government Departments in designing of different livelihood packages according to target areas.
  • Document in a timely manner, all progress, challenges, and learning for future implementation of the similar projects and accountability.
  • Conduct regular field visits with 80% time in field and 20% for reporting.
  • Support the PR/Media team in the development of constructive working relationships with media representatives to build international and public profile and ensure positive coverage and the timely provision of situation reports and fundraising material to the headquarters.
  • Liaise with the local Sr. supply chain officer to ensure compliance with the organization’s Security Guidelines and their effective application in the local context;
  • Monitor the operational environment with respect to increased level of threat and advise the Livelihood Officer and the organization’s Security Officer/Security Focal person.
  • Follow the appropriate communications means to meet operational and security requirements;
  • Ensure that administrative support functions are supported in accordance with the organization’s administrative policies and procedures;
  • Ensure compliance with country legal, contractual, labour and statutory requirements.
  • Ensure with the Finance department, the maintenance of the financial protocols and accounting systems for all field interventions.
  • Ensure compliance with the Organization’s policies & procedures in true spirit for effective delivery of services to communities.
  • In depth understanding of the Organization’s values and their demonstration in the field while working with communities.
  • Abide by the the Organization’s zero tolerance policy towards bribery & corruption through sensitization / empowerment of communities on coping mechanism so that they can raise voice as & when feel inappropriate.
  • Thorough knowledge of the Organization’s strategic priorities to ensure effective implementation with future sustainability.
  • Assist in identification & documentation of organizational successes for show casing the Organization’s work.
  • Facilitate communities in adaptation of environment friendly & cost effective approaches to meet their current as well as future needs with specific attention to climate change.
  • Focused efforts to be made for mainstreaming of marginalized groups i.e. Persons with disability and old age, minorities, Women & children etc in consultation & implementation of project activities at ground.
  • Strengthen mechanism to Influence the decision makers through communities to pay attention towards DRR planning, give voice to suffering and the excluded, highlighting the protection needs of people.
  • Participation and facilitation in implementation of the Organization’s seasonal programmes.

PERSON SPECIFICATION

It is essential that the post holder shows a good understanding and sympathy with the organizational values & principles, vision and mission as well as commitment to its PSEAH (preventing sexual exploitation abuse and harassment) protocols. Qualification & Experience:

·       Graduate, preferably Master / Bachelor Degree holder in Social Sciences

·       Relevant experience of 1 year with Masters / 2 years with Bachelors in livelihood related project with NGOs/INGOs.

  • Strong & confident communication skills which delivers information persuasively and with clarity in a wide range of situations.
  • Has a positive demeanor and disposition, and able to overcome setbacks by motivating self and others.
  • Has a learning attitude and a continuous improvement philosophy.
  • Strong understanding of the humanitarian operating context, including Sphere, the humanitarian system, donors, security, civil military liaison and program management.
  • S/he must have experience of working for a Humanitarian Organization specifically in the context of Sindh.
