JOB Description: Humanitarian Access and Security Officer

Mission 1: Collect, analyse and share information about the national political and security situation as well as contextual developments in area of responsibility, respective province and overall Pakistan
The HASO is responsible for:
- Collecting and recording information related to security and contextual developments
- Analysing the information, qualitative and quantitative analysis
- Communicating information and analysis to FC and HAS HOD
- Briefing/training staff and making them aware of the context, trends, political and security environment, ACF’s mitigation measures and SOPs
- Participating and representing ACF in security meetings
- Develop and update access maps for ACF project areas
Mission 2: Evaluate and monitor risks levels through security risk assessments and analysis, updating of security management plans, ensure implementation and provide support to implementing partners
The HASO is responsible for:
- Evaluating and monitor the risks for ACF staff and operations, and keep this evaluation up-to-date
- Suggesting mitigating measures to the identified risks and monitoring the implementation of mitigation actions or procedures
- Providing advice and guidance on reinforcing ACF access, safety and security systems
- Supporting the FC during and after a security incident
- Supporting the writing of security incident reports
- Provide advice and recommendations on security issues
- Support partners security management by conducting regular spot checks of partners to ensure compliance of minimum security standards as per the security section of ACF partner’s due diligence
- Provide support to partners in implementation of training modules
- Maintain log of project NOCs/necessary permissions of partners from authorities
Mission 3: Expand and maintain ACF’s network and engage with all relevant stakeholders to gain access through acceptance, within the respect of humanitarian and ACF principles
The HASO is responsible for:
- Liaise with external stakeholders, including district administrations and local authorities, LEAs, security focal points of I/NGOs and UN for understanding security situation and facilitate access for ACF staff and implementation of ACF projects.
- Maintain project details of ACF and record of NOCs, MOU’s updated all the times for timely submission to authorities & LEAs in consultation with HAS HOD and PD department.
- Coordination with district government for project NOC
- Developing and maintaining contacts with key actors and communities in obtaining acceptance and access for ACF
- Coordination with Provincial departments like PDMA for NOC and other access needs
- On ground effort for increasing the acceptance of organization in the field.
Mission 4: Ensure mechanism of security clearance of all travel requests, day-to-day field movements tracking, supervising security guards and compliance to ACF security protocols.
The HASO is responsible for:
- Validation of movements of all ACF project staff
- Movement tracking of staff during field visits
- Ensure compliance of security protocols during travel and movements
- Establishing and supervising shifts management and duties of security guards in collaboration with security supervisor
- Coordination for Expat visit NOC
- Providing technical support to the logistics team and drivers for tracking vehicles and movements and on ACF security SOPs
- Coordination for the security clearance and need of LEAs from time to time
- Staff tracking and other requirement.
Mission 5: Ensure compliance with ACFs gender equality, child protection sensitivity and safeguarding policies
The HASO is responsible for:
- Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies
- Implement all work related activities with a gender, inclusion and child protection lens
- Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.
Specific skills needed to perform the function:
- Substantial experience in Security management
- Excellent coordination and interpersonal skills
- Able to analyze and summarize complex technical and contextual information
- Fluent in English, reading writing and speaking. Fluency in local language of the program implementation area will be preferred
- Excellent computer skills
- Team management skills
- Ability to handle stress and pressure”
