Now, the Mercy Corps International Islamabad is looking for a Senior Project Officer candidate.

JOB Description:  Senior Project Officer

Senior Project Officer (SPO) will be responsible for providing operational and implementation support in all aspects of the C19RM components in close coordination with the Project Manager. S/he will maintain liaison with the field teams, including District Field Supervisors, Community Mobilization Officers, M&Es, Engineers, sub-recipients, and project stakeholders. S/he will be responsible for the development of guidelines, SoPs, and ToRs. S/he will support the Monitoring and Evaluation processes of the project.

Essential Job Functions

Program Development and Management:

  • The SPO will support in planning, implementation and follow-up of project activities and will report directly to the Project Manager.
  • Provide support and backstopping for assigned activities, ensuring that program objectives and goals are met in compliance with Mercy Corps and donor minimum standards.
  • Work closely with field teams on project-related assignments and serve as the primary point of contact between assigned field teams/ offices and MC Head Office.
  • Ensure programs align with organizational goals, comply with Minimum Standards, and meet the needs of target project participants.
  • Support the Component Leads in developing technical documents, guidelines, and presentations for project-related internal and/or external meetings.
  • Work with the Community Mobilization officer, M & E, and Engineers on KAP, data collection, planning, and managing survey processes at the community levels and institutional levels.
  • Guides Field Teams on executing the activities in each project location.
  • Assist Project Manager/Component Leads in building program staff capacity with regard to technical aspects of project components.

Collaboration and Stakeholder Engagement:

  • Coordinate the development of all project implementation plans and budgets within the framework of the agreed strategy and project.
  • Facilitate high-level meetings and events in close coordination with Project Manager.
  • Represent the organization in relevant forums, meetings, and conferences.

Budgeting and Resource Management:

  • Completes monthly budget projections and tracks expenditures.
  • Oversee budget forecasting for COVID-19 and ensure efficient use of resources.

Capacity Building:

  • Provide leadership and support to project staff, fostering a collaborative and results-oriented work environment.
  • Identify training needs and facilitate capacity-building initiatives for team members in the context of the project.

Risk Management:

  • Identify potential risks and challenges associated with program implementation and develop mitigation strategies.
  • Update the risk matrix/ issue log.
  • Stay informed about evolving trends, guidelines, and best practices related to COVID-19 and other infectious diseases.

Monitoring, Reporting and Data Management:

  • Frequent travel to the field to monitor program implementation and provide technical assistance.
  • Collect and analyze data to track progress, identify challenges, and make informed adjustments to program strategies.
  • Develop and maintain googles docs reporting formats, maintain database and dashboard.
  • Provide updates, reports, and analysis of field reports to the Project Manager.
  • Maintains records of the project components and produces reports from the database whenever required.
  • Compiles reports received from the Field teams and submits monthly activity reports to PM.
  • Prepare monthly, quarterly, and activity reports for each activity/ component.
  • Support the M&E in terms of provision of data for planning the monitoring visits and reports.
  • Support the M&E in updating of MoVs on TolaData.

Other:

  • Generate Purchase Requests (PRs) in Prosource to seek approval for the activities.
  • Follows up with all departments to ensure timely activity completion.
  • logistics issues at the project location and ensure Project assets are maintained.
  • Any other task or responsibility as assigned by the Project Manager/supervisor.

Security

  • Ensure compliance with security procedures and policies as determined by country leadership.

Supervisory Responsibility

  • Community Mobilization Officer

Accountability

  • Reports Directly To: Project Manager
  • Works Directly With: M&E Team, Field Engineers, partners, community-based organizations, line departments (Health, education, and public health engineering), TB program, Finance Department, Procurement department, administration, security and HR department.
