JOB Description: MEAL Manager

The International Rescue Committee (IRC) is currently executing a project funded by the European Union. This project aims to provide support in strengthening local civil society and community-based organizations, enhancing their capacity in the nutrition sector across districts Kashmore, Ghotki, Sukkur, Khairpur, and Noshero Feroze in Sindh. The IRC is seeking an enthusiastic and self-driven individual for the Monitoring and Evaluation (M&E) Manager position based in Sukkur – Sindh.

Under the supervision and guidance of the MEAL Coordinator, the M&E Manager will assume responsibility for facilitating planning, monitoring, evaluation, and learning activities within program teams. The role involves designing and implementing MEAL frameworks, coordinating data collection and analysis, ensuring accountability mechanisms are in place, and facilitating learning processes to enhance project effectiveness and impact. The MEAL Manager will work closely with partners to build their capacity in MEAL and ensure adherence to project standards and guidelines.

Major Responsibilities:

Management and Supervision:

• Establish and maintain a robust client feedback mechanism to encourage communities to share their feedback and concerns.

• Support the project in adhering to global commitments, Pakistan’s strategic action plan, and agreed MEAL standards and practices.

• Participate in planning and, when necessary, budgeting processes for project monitoring and evaluations, monitoring the budget and external evaluation components.

• Provide guidance to the project implementation team at the field level, ensuring a thorough understanding of M&E tasks and research uptakes.

• Collaborate with teams to establish work plans, set targets, review progress, and identify challenges and solutions to achieve baseline, mid-term, and end-line evaluation objectives.

• Work closely with the project team to review and oversee program activities and awareness-raising initiatives.

• Manage Senior M&E Assistants/Officers, setting measurable performance goals, providing regular feedback, and ensuring day-to-day operations.

Technical Responsibilities:

  • Manage baselines, assessments, evaluations, people stories, and studies as required, including supporting the scoping of studies and methodologies.
  • Review and test measurement tools to ensure alignment with best practices, IRC and international standards, and donor requirements.
  • Collaborate with project and related teams to establish qualitative and quantitative evaluation processes and contribute to developing and refining quality metrics.
  • Coordinate the implementation of project monitoring and evaluation activities in collaboration with project partners.
  • Conduct regular monitoring visits to project sites to ensure data quality, identify gaps, and provide technical support to partners.
  • Analyze monitoring data and prepare reports for project management and donors to track project performance.
  • Ensure Do No Harm, Child Safeguarding and GBV standards are integrated into MEL methodologies and regularly reviewed throughout implementation.
  • Support, mentor and coach Partners and field MEAL teams in complying with project monitoring standards and commitments.
  • Conduct data quality assessments/audits and verify the MIS data for indicators
  • Ensure the project adopts and complies with standards and tools during design, startup, implementation, and closeout stages.

Reporting:

  • Act as the project’s MEAL focal point, providing support to external evaluators in delivering accurate and timely baseline, midline, and end-line reports under the technical supervision of the MEAL Coordinator.
  • Curate all studies and reports, thoroughly reviewing significant findings and trends to derive value and inform corrective actions.
  • Ensure project documentation is well-organized, maintained, and easily accessible.
  • Support partners in capturing and documenting project data, surveys, and assessments.

Coordination with External Stakeholders:

In close collaboration with project leads and under their oversight:

  • Respond in a timely manner to information requests on project indicators.
  • Maintain positive working relationships with all clients, including community members.
  • Represent the project and partners in various forums related to MEAL, as required.
  • Support the implementation team by ensuring effective dissemination of project findings to different audiences.
  • Ensure timely, accurate, high-quality MEAL reporting to the donor and other stakeholders.
  • Ensure IRC meets contractual, project, legal, and financial requirements for M&E.
