PURCHASING OFFICER
Currently, the MEDECINS SANS FRONTIERS-MSF International Quetta is seeking for Purchasing Officer to fill their vacant position.
JOB Description: Purchasing Officer
Constantly assessing the local market, seeking products and suppliers that offer the best value for money, negotiating prices in order to guarantee the best quality, and pricing for MSF goods and commodities. Regularly updating the supplier-item-price data on the supply office and informing the Supply (Activity) Supervisor / Logistics Supervisor of all information or modifications to the data i.e. price, address, items available.
At the request of the line manager, obtaining different quotations from suppliers according to the MSF Purchasing policy and placing purchase orders to pre-selected suppliers with whom prices have been agreed.
Requesting invoices or receipts, without delay, for all purchases, checking they are correctly filled and translating information written in local language before approval.
Managing the administrative and accounting procedures related to purchases: completing purchase orders, checking delivery notes (against orders), managing advances issued by the Finance Department, etc. Updating information on purchase lists after purchases are made.
Collect purchase orders from the line manager (supply Supervisor). If needed, request additional information concerning technical material (Log Manager, Log Supervisor, Watsan Supervisor), in order to decide (or recommend) with the supervisor priorities and providers.
Analyse the local market regularly, evaluating the market, and negotiating the best prices and service conditions and establishing contacts with suppliers and partnership relationships, in order to maximize value for money.
Determine the quantities to buy, taking into account internal demand, product availability forecasts (shortages/surpluses), delivery times, budgets and other relevant factors, in conjunction with the line manager.
Purchase goods for the projects ensuring the optimum price/quality ratio on the market.
Deliver goods to the Warehouse storekeeper, after checking the quality and quantity (against the purchase order).
Manage the administrative and accounting procedures related to purchasing (get the complete purchase orders, Reception note & translation of invoice into English etc.) in accordance with the recommendations of the Finance Department, in order to ensure accountancy traceability and to avoid dysfunctions.
Filing all the purchasing documents according to the logadmin kit standard, IR, PO ,RC, CBA, Quation etc.
Assisting the storekeeper and supply supervisor if required.
Replacement of storekeeper, if need be or as requested by the department head.
Assist in any other activity required to keep the day to day operation of the supply department running.
Update the suppliers and prices list on regular basis for ease of processes etc.
Request from the suppliers of taxation status during negotiations and inform Tax deductions by MSF as a Tax agent.
