Now, the UNICEF Islamabad is looking for a Planning and Monitoring Specialist candidate.
Job Description:
Planning Function: Planning and Monitoring Specialist
- Support the setting of goals for the country office, aimed at maximizing the UNICEF delivery of results at scale.
- Support the design of the country programme and the strategic prioritization of results and budgets (evidence synthesis including situation analysis, CPDs and related documents), (annual) workplans, (annual) management plans & budgets for the office and its sub-national offices;
- Support UNICEFs contribution and influence in the preparation of UN Programme Framework (UN country analysis, UNSDCF, among others), including system-wide humanitarian response plans & appeals; Contribute to UN-wide reporting on results achieved and the contributions to the (national) SDG-agenda
- Support the programme performance management. Organize systematic reviews of programme implementation & programme budgets and report on results, including the contributions to the progressive achievement of the (national) SDG-agenda the priorities of the UNICEF Strategic Plan, in UNICEF organizational systems (RAM) and related reports. Contribute to preparation and quality assurance of donor reports.
Monitoring Function:
- Support a structured and coordinated monitoring and data to inform situation and needs analyses, programme prioritization, design, planning, implementation, performance management, and review.
- Support the monitoring of UNICEF country programmes and progress towards achievement of outcome level results as described in the programme theories of change and results and resources plan (RRP) . That should also check for unintended changes and robustness of planning assumptions and including in humanitarian situations and related Core Commitments for Children in Emergencies (CCCs).
- Support the appropriate selection of programme indicators and other markers of progress to provide data on the coverage, quality and equity of UNICEF-supported programmes. Coordinate the availability and capacity for country-specific / adapted programme monitoring tools and guidelines, in line with global monitoring procedures and guidelines, for measuring programme performance (towards the country programme outcome) and assessing progress towards effective and efficient programme implementation, including Humanitarian Performance Monitoring and with clusters.
- Coordination of the implementation of monitoring tools by all programme sections in the office; provide technical assistance, quality assurance and oversight in the application of these tools and advice on corrective action required, if necessary.
- Support the collection of programme performance indicators, including for organizational reporting towards the results of the UNICEF Strategic Plan (CSIs).
- Support the analysis of programme data for updating the situation analysis , including in humanitarian situations, as well as to inform programme planning, and monitoring.
